Oneofthedifficultiesincarryingoutaworld-widebirthcontrolprogramliesinthefactthatofficialattitudestopopulationgrowthvaryfromcountrytocountrydependingonthelevelofindustrialdevelopmentandtheavailabilityoffoodandrawmaterials.Inadevelopingcountrywhereavastlyexpandingpopulationispressingharduponthelimitsoffoodspaceandnaturalresourcesitwillbethefirstconcernofthegovernmenttoplacealimitonthebirthratewhatevertheconsequencesmaybe.Inahighlyindustrializedsocietytheproblemmaybemorecomplex.Adecreasingbirthratemayleadtounemploymentbecauseitresultsinadecliningmarketforproducts.Whenthepressureofthepopulationonhousingdeclinespricesalsodeclineandthebuildingindustryisweakened.Facedwithconsiderationssuchasthesethegovernmentofadevelopedcountrymaywellprefertoseeaslowlyincreasingpopulationratherthanonewhichisstableorindecline.
