2.积极与消极、预防与治疗相结合
社会工作的目的是解决社会问题.对于社会病态、社会失调等社会问题给予遏制、约束与矫正是必要的,但这只是其治疗的、消极的一面.社会工作的积极的一面是促进社会的健康发展,使社会的正常需要得到最大限度的满足,社会各项福利政策日益完善,社会秩序长久稳定,从而使社会失调、社会病态等现象失去滋长的土壤.
