Oneofthedifficultiesincarryingoutaworldwidebirthcontrolprogramliesinthefactthatofficialattitudestopopulationgrowthvaryfromcountrytocountrydependingonthelevelofindustrialdevelopmentandtheavailabilityoffoodrawmaterials.Inthedevelopingcountrywhereavastlyexpandedpopulationispressingharduponthelimitsoffoodspaceandnaturalresourcesitwillbethefirstconcernofgovernmenttoplacealimitonthebirthratewhatevertheconsequencesmaybe.Inahighlyindustrializedsocietytheproblemmaybemorecomplex.Adecreasingbirthratemayleadtounemploymentbecauseitresultsinadecliningmarketformanufacturedgoods.Whenthepressureofpopulationonhousingdeclinespricesalsodeclineandthebuildingindustryisweakened.Facedwithconsiderationssuchasthese;thegovernmentofadevelopedcountrymaywellprefertoseeaslowlyincreasingpopulationratherthanonewhichisstableorindecline.
